200 City's authorized agent: City of Georgetown's designated representative that will be responsible for reviewing stormwater management plans, granting variances, determining requirements, approving calculation methods, and any other decisions pertinent to the enforcement of this ordinance. (Ord. of 6-18-92) 201 Development: Any activity which meets the following criteria: (1) The construction, installation, demolition or removal of a structure, impervious surface, or drainage facility; (2) Cleaning, scraping, grubbing, killing or otherwise removing the vegetation from a site; (3) Adding, removing, exposing, excavating, leveling, grading, digging, burrowing, dumping, piling, dredging or otherwise significantly disturbing the soil, mud, sand, or rock of a site. (Ord. of 6-18-92) 202 Developer: Any person who engages in development either in his own behalf or as the agent of an owner of property. (Ord. of 6-18-92) 203 Designer: The following persons/professions are authorized by the Code of Laws of South Carolina, 1976, as amended, to design and certify storm drainage plans/systems: (1) Professional engineers registered in the State of South Carolina as defined in Section 40-21-10-(4) and Regulation 49-19; or (2) Landscape architects registered in the State of South Carolina as defined in Section 40-28-10-(b) and Regulation 49-19; or (3) TIER "B" land surveyors registered in the State of South Carolina as defined in Section 40-21-10-(7). (Ord. of 6-18-92) 204 Design storm event: (1) 10-year, twenty-four-hour storm: Statistical rainfall event that has a probability of occurring once every 10 years. The rainfall lasts over a twenty-four-hour period. (2) Twenty-five-year, twenty-four-hour storm: Statistical rainfall event that has a probability of occurring once every 25 years. The rainfall lasts over a twenty-four-hour period. (Ord. of 6-18-92) 205 Free flow: Flow through a pipe system that does not rely on hydraulic head to provide the required capacity. |
